U.S. Agency for International Development (USAID). USAID provides overall management, coordination, and administrative support for the integrated US program from its Regional Development Mission for Asia (RDM/A), located in Bangkok, Thailand. USAID/RDM/A will coordinate directly with appropriate USAID Mission personnel and programs in India, Indonesia, and Sri Lanka, with the USAID Office of Foreign Disaster Assistance (OFDA) offices in Bangkok and Kathmandu, and with USAID/Washington. USAID manages the PI for the US IOTWS program, and works and coordinates directly with each of its US agency partners. Contact National Oceanic and Atmospheric Administration (NOAA). NOAA provides an array of technical support at multiple levels of engagement which may include, among other things: institutional and technical support to the IOC; technology transfer for DART buoys, tide gauges, and related detection equipment; tsunami detection, prediction, and warning formulation; communications systems and integration; hazard mapping and modeling; and support for local preparedness including development of an Indian Ocean TsunamiResilient Communities activity. USGS provides complementary interventions, often in coordination with NOAA, that support seismic and tide station technology transfer, regional and global interoperability through the IOC framework, and capacity building at both the detection/warning formulation and local preparedness levels in data analysis and prediction and in hazard/vulnerability/risk mapping and modeling standards, protocols, and methods. USDA/FS offers expertise that helps integrate Incident Command Systems (ICS) into the existing disaster response systems of a country (or countries) in the region, helping to institutionalize national capabilities in ICS while working to ensure standardization and interoperability among nations for cross-border cooperation. USDA/FS is also teaming with NOAA to support development of national-level Tsunami Alert Rapid Notification Systems (TARNS). Contact U.S. Trade and Development Agency (USTDA). As part of the U.S. Indian Ocean Tsunami Warning System (IOTWS) Program team, USTDA provides specific opportunities for private sector expertise and investment to support development in communications, emergency operations systems and technologies necessary for the tsunami warning system. USTDA is facilitating dialogues and linkages between U.S. and Asian businesses, the USG, and others who are working directly with regional institutions and national governments in order to identify entry points for accessing leaders in Asia's technology and communications markets. Contact U.S. Department of State. The State Department continues to play a critical role in international diplomacy on development of a regional tsunami warning system. In addition, the State Department can engage national governments in coordination with the IOC on the need for policy or regulatory reforms that allow for improved data sharing between governments, as well as provide public diplomacy resources that can effectively engage national media organizations for their critical role in disseminating disaster warning messages to the public. Contact US IOTWS Program Integrator Contractor (PI). USAID has contracted with IRG-Tetra Tech (Joint Venture) to serve as the Program Integrator for the US IOTWS program. The PI provides underlying program coordination support in all seven program areas, as well as targeted technical assistance, and publicizing successes. In addition to overarching support, the PI will provide rapid access to and deployment of highly specialized technical expertise, provide targeted technical assistance in areas not already addressed by the US agency team , and facilitate national and regional events such as conferences, workshops, and training activities. | | Asian Disaster Preparedness Center (ADPC) ADPC is a regional partner under the US IOTWS Program and is providing support to all phases of the Program such participation through the IOC, development of procedures for dissemination of warnings, and local preparedness and mitigation. | | | University of Rhode Island Coastal Resources Center (CRC) CRC is providing support to the local preparedness and mitigation component of the US IOTWS Program. Specifically, CRC is assisting with the development of the Coastal Community Resilience (CCR) guidebook, and has conducted inundation modeling in parts of Thailand to determine areas of high vulnerability to coastal flooding and storm surges. | | | | |
